The state's only operating medical cannabis dispensary is complaining about a lack of patients and blaming the state for the issue.

Dragonfly Wellness opened Monday and had 16 qualified patients to serve.

Statistics from the state Department of Health show 12-hundred applications for a cannabis purchase card have been submitted, but only 66 have been approved.
