The man who oversees Utah elections is defending the state's vote-by-mail system, saying it is safe and helps voter turnout. 

Director of Elections Justin Lee says mail-in ballots used in Utah have built-in safety features that don't allow them to be copied. 

County clerks then verify every ballot signature against state records to make sure they match. 

Lee says other states considering expanding the use of mail-in ballots for this fall's election should look at Utah's system as a model for safe and secure voting.

Lee says that, in Utah, voting by mail is not a partisan political issue.
