A new report says much of Utah will continue to suffer under drought conditions unless the state's snowpack continues to improve.  The report from the Western Water Assessment at the University of Colorado Boulder predicts that the spring runoff this year will be below average in most of the state.  Utah's snowpack was between 85 and 105-percent of normal earlier this week.  The report says drought conditions have shown little change and may get even worse unless the snowpack increases over the next few months.
