Governor Orders Flags to Fly at Half-Staff

Governor Gary Herbert has ordered all U.S. flags outside Utah state facilities to fly at half-staff in honor of the 12 people killed overnight in the mass shooting in California.  The governor made the proclamation in conjunction with a proclamation from President Trump.  In a written statement, Governor Herbert said that Utah stands with the victims' families and "with our California neighbors in mourning."
